Philosophy:  Circle C Affirms the Following Values:

Children are of great worth and value. All children, especially those who are troubled, have the right to experience caring, love and happiness.

Children are in the process of growing and maturing. Their environment has an especially forceful impact on their development. No environment is neutral; it either fosters growth or damages it. The best possible environment for growth and development for children is a healthy home experience.

Although the court system intervenes when necessary to remove a child from an unhealthy home, it is always as a last resort. Our first hope, then, is to reunite families whenever possible and not to further divide families.

Our early affiliation with the Young Life ministry established the basic principles which are inherent in our programming and daily involvement with children and families. Circle C seeks to create an atmosphere which is conducive to healthy growth and development. Our goal is to provide alternative community responses to institutionalization in order to encourage and support spiritual, physical and emotional wholeness of children and families.

Circle C's philosophy proceeds from these premises:
Respect for the dignity of the person.
Recognition of the special needs of the children we serve.
Placement must address the needs of the child, family and the community: it must promote the treatment, development and well-being of the child and family, as well as protect the community.
Every component of the agency is important and plays a vital role in addressing the needs of the children we serve. Our staff acknowledge this premise and are united by a common commitment to the mission, philosophy and purposes of the organization.
Effective placement of children is accomplished through a partnership with Children and Youth Services, Juvenile Probation, mental health and drug and alcohol treatment systems. Successful treatment of children and families is enhanced by the cooperative efforts of the referring agency, Circle C and specialized community resources.
